Sector Overview

The Committee on the Future Economy (CFE) has identified Intellectual Property (IP) as a key driver of Singapore’s future economic growth, and the need to strengthen enterprises’ ability to innovate and scale up by building up capacity for IP commercialisation. A skilled and competent talent pool in the IP sector is vital for Singapore.  


The IP sector comprises in-house professionals focused on IP activities within companies in the various sectors of the economy, as well as professional firms that provide specialised services for IP protection, litigation/dispute resolution and consultancy associated with commercialisation activities.

Eligibility Criteria
  • Singaporeans with at least 2 years of full-time work experience

  • Not a previous recipient of any SkillsFuture Study Award (SFSA)

  • Public officers and staff from IPOS subsidiaries are not eligible to receive the SkillsFuture Study Award for Intellectual Property (SFSA-IP)

  • Committed to deepening skills relevant to the IP sector through continuing education and training, and able to apply the new skills acquired in current and future job function as part of personal career development plan

  • Meets course entry requirements of the relevant course and has been accepted for selected course of study

  • Must not have completed course of study at the point of application

  • Courses for which support is being sought must be completed before 30 September 2023

  • Course fees should be $5,000 or more (after deducting applicable funding such as grants, subsidies, awards, scholarships, sponsorships etc). The SFSA-IP can be used on top of existing Government course fee subsidies, such as the SkillsFuture Credit (SFC) and SkillsFuture Mid-Career Enhanced Subsidy (MCES)

  • Not a recipient of any fully funded scholarship/sponsorship for the same course. Examples include company scholarship/sponsorship/training budget, and other applicable funding such as grants, subsidies, awards, scholarships, sponsorships etc

  • In the event of a nomination by an employer, the employer's nomination must be accompanied by reasons for nomination, details of nominee’s work performance and potential for advancement in the company/sector, and explain how the course of study will help the nominee fulfill current and future job requirements

  • Individual applicants must provide a letter of recommendation or testimonial from current or former employer

* The SFSA-IP Recipient must complete both the Graduate Diploma in Management and Graduate Diploma in Intellectual Property and Innovation Management and meet the minimum GPA or CGPA requirements as may be prescribed by the Training Provider from time to time to attain the Masters certification.

** The SFSA-IP Recipient must complete all components of the Master of Intellectual Property and Innovation Management and meet the minimum GPA or CGPA requirements as may be prescribed by the Training Provider from time to time to attain the Masters certification.

*** The SFSA-IP Recipient must complete at least three (3) out of four (4) of  the following Intellectual Property related modules, MT5001-IP Management, MT5007-Management of Technological Innovation, MT5010-Technology Forecasting & Intelligence, MT5024-Patent Data Analytics for Innovation Management offered by the National University of Singapore and meet the minimum GPA or CGPA requirements as may be prescribed by the Training Provider from time to time to attain the Masters certification.

 

Applicants may submit other relevant courses which IPOS will consider on a case-by-case basis. Please note that conferences, seminars, workshops and asynchronous online courses will not be considered.

Application Period and Evaluation Process

Application closing date: Ongoing

Evaluation of applications is ongoing and on a first-come-first-served basis, until the awards allocated to the IP sector have been fully given out. IPOS reserves the right to request for more information from the applicant during the evaluation process to support the application. The evaluation process will take approximately 8 weeks upon receipt of the application form and the necessary accompanying documents and/or information. 

We regret to inform that only shortlisted applicants will be notified. IPOS reserves the right not to disclose the reasons for approving or rejecting any application. Incomplete and late applications will not be considered.

  • Letter of Acceptance from the training provider for the selected course
     
  • Information on selected course of study, including:
    • Course outline, and start and completion dates of the course; and
    • Course fees payable, and relevant invoices, receipts and proof of payment
       
  • Details of any grants, subsidies, awards, scholarships and/or sponsorships, including the source of funding, the amounts received and the relevant documentation on funding approval as evidence;
     
  • Resume/curriculum vitae, educational certificates and transcripts
     
  • Two separate contacts for reference checks. Please provide particulars of two persons who are not related to you. They should be responsible persons who know you well with regard to your character and work performance
     
  • For individual applicants, please provide a letter of recommendation or testimonial from current or former employer. For self-employed individuals, the letter of recommendation or testimonial can be from a client or business partner
     
  • In the event of a nomination by an employer, please include the following information in your application:
    • Reasons for nomination;

Claim Process

Shortlisted applicants will receive a Letter of Offer with the relevant terms and conditions of the award, a Letter of Undertaking, a Claim Form and a Direct Credit Authorisation Form.

To accept the award, the applicant shall undertake to comply with the terms and conditions of the award and shall be required to return a digital copy of the signed Letter of Undertaking to IPOS via email (ip_skills@ipos.gov.sg) within 2 weeks from the date of Letter of Offer.

Disbursement of the award sum of $5,000 is dependent on the course of study. The award recipient is to submit the Claim Form, the Direct Credit Authorisation Form, and a letter from training provider certifying his current candidature status for a one-time disbursement of the award sum, according to the timeline indicated in the table below

The award recipient shall submit the original signed copies of the required documents to IPOS within 2 weeks from the date of notification by IPOS. The disbursements will take approximately 8 to 12 weeks from the date of receipt of the necessary documents.

 

  • Any changes to the Study Course before or after the disbursement of any Award Monies to the SFSA-IP Recipient shall result in the SFSA-IP being immediately withdrawn without further notice to the Recipient.

 

  • “Change” shall refer to the Study Course being made different from that originally supported under the SFSA-IP, including but not limited to the following:

         - Where SFSA-IP Recipients change their enrolment to a lower or higher level Study Course on a corresponding or different specialisation pathway;

         - Where SFSA-IP Recipients do not meet the minimum GPA to attain the certification at the level indicated in the LOO;

         - Where SFSA-IP Recipients modify their specialisation track after being awarded the LOO;

         - Where SFSA-IP Recipients opt to exit their Study Course prematurely and/or prior to attaining the certification at the level and/or specialisation track indicated in the LOO.

 

  • Any Funding, grant, subsidy, award, scholarship, and/or sponsorship for the Study Course received before or after the disbursement of any Award Monies to the SFSA-IP Recipient, after the application for SFSA-IP shall result in the SFSA-IP being immediately withdrawn without further notice to the Recipient.

  • Applicants are to declare all sources of funding, grant, subsidy, award, scholarship, and/or sponsorship for the Study Course at the time of application

  • Award recipients shall submit a copy of the official course completion certificate to IPOS within 4 weeks of completion of the course

  • Where the certificate is not furnished within the prescribed time frame, or where an award recipient fails to complete the course and is unable to furnish the official course completion certificate, the full sum of $5,000 shall be returned to IPOS.
